I think Estel cleared things up a bit...I think that would explain it. I can't remove my rigs (they'll be destroyed). I can't go wrong training the 4 shield compensation skills up can I? I have seen the Arctic Circle... And it is round.

ah... it is an active hardener skill only? I'm equipped with all passive. so they do not apply to my passive shields...just the active ones when they are "passive"? I have seen the Arctic Circle... And it is round.
